高校资产管理与预算管理的结合研究

随着我国经济水平的不断提高,我国经济发展不断加快。我国的教育也在良好的经济形式支持下得到了较大的发展。同时,国家为了促进教育,特别是高校教育的进一步发展,对于高校的教育经费投入也在逐渐增加。因此,高校在新形势下,如何管理和控制好国家发放的教育经费成了当前高校资产管理的重要工作内容。特别是国家经费到达学校后的优化使用是高校当前的财务管理重点关注内容,其中,将资产管理与预算管理结合起来能够有效解决这种问题。     

Assumptions Regarding the Development of Selected Europe 2020 Objectives in Terms of Public Finances in the Slovak Republic and the Czech Republic

This paper uses regression analysis and econometric modeling foundations to track public expenditures in the Slovak Republic and the Czech Republic （Fejesova, 2011） and their influences on the development of the following two targets of the Europe 2020 Strategy： to increase the employment of the selected population groups to a predetermined percentage level and to reduce the number of people at risk of poverty. In addition to the selection of monitored indicators, we included other indicators from the social sphere, which are funded by mandatory national public expenditure budgets and which are expected to have a positive development in terms of improving the demographic structure of the country--the unemployment rate and the number of live births.     

Effectiveness of Budgetary Entities

This paper acquaints readers with the practice of effectiveness evaluation in the public sector. The purpose of this paper is to study performance measurement according to the changes in public sector reform by focusing on performance-based budgeting in Russia. This paper suggests that the construction process of performance measurement should be aligned with outputs and outcomes of budget policy. The main research materials for this paper are based on data from a survey and follow-up interviews of budgetary managers and accountants. The survey result sets priorities and weighted some indicators to the measurement of effectiveness in the public sector. The data of this study were not large, but the study led to understanding how effectiveness is seen by budgetary managers and how measurement systems should be structured. Texts and contents from different sources such as financial annual reports and budgetary entities＇ websites provided insightful and interesting findings.

文章从国内外在高校专利保护与转化的现状进行阐述,分析造成这种现状的原因,主要从高校的视角提出我国高校专利保护和专利转化对策,以期更好为我国高校专利发展提供建议。

针对目前屋面工程常见的质量通病,本文结合笔者工作实践,从设计和施工两方面分析了产生屋面防水工程质量问题的原因,简要分析产生此质量通病的原因,并提出详细的质量控制与防治措施。同时,加强屋面防水的维护管理工作,对确保屋面防水工程质量也是非常重要的。     

关于加快环江县林业中小企业发展的思考

环江森林资源丰富,为发展林产加工创造了极为有利的条件,全县林产加工业形成了植树造林、木材采运、人造板、实木门等门类齐全的林产工业体系。对环江县林业中小企业发展现状、存在资源拥有量高、林业企业低产出及影响企业发展的原因进行分析,提出今后全县林业企业发展重点与对策措施建议。

本文通过对馆陶县水资源状况调查、分析,得出水资源严重短缺,地下水超采带来的危害,节水的紧迫性。提出了全民必须增强节水自觉性以及解决水资源危机,保障经济社会可持续发展合理可行的建议和措施。
